We are hiring an Agency with Choice Training Analyst (Learning and Development Specialist 2) to join our team! In this position, you will utilize business and subject matter expertise to maintain and develop training materials, training knowledge, and technical skills, along with being able to fully participate in day-to-day program related activities. This position is well versed in Adult Learning theory, technologically savvy, and reviews the work assigned to support staff. Apply today! Summary of Duties As an Agency with Choice Training Analyst, you will: Asses individual programs related to HB 4129, and organizational development needs based on strategic organizational goals. Research training and development trends and design training curricula to achieve desired results. Develop needs assessment instruments for training, specifically for HB 4129. Research, build, script and develop, as well as enhancing instruction and training development with policy analyst/program analysts and management within AwC team, specific to include HB 4129. Develop, update, and maintain curriculum for HB 4129 and as assigned to ensure consistent application of policy, support policy transmittals adoption and understanding of policy changes. Work with internal and external groups, such as consumer groups, advocates, and other stakeholders to gain insight, gather input and represent APD. Advise management / leadership on methods to bring change into effect and recommend strategies to improve trainings and tools to include HB 4129. Facilitate quality improvement projects for LTSS trainings with a focus on HB 4129. Minimum Qualifications A valid driver?s license and acceptable driving record are required for this position or an appropriate form of transportation. Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment OR Five years of work experience designing, planning, and implementing organizational development strategies. A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above. Essential Attributes We are looking for candidates with: Organizational Evaluation & Gap Analysis: Experience assessing program or organizational development and training needs based on strategic operational goals. Training Evaluation: Experience evaluating effectiveness of training solutions, identifying opportunities for improvement, and recommending/implementing strategies to address identified concerns Communication Skills: Clearly present and convey information during facilitating training sessions, conducting workshops, and receiving/providing feedback tailoring communicating addressing diverse audiences and learning styles. Adaptability: Ability to adjust training strategies to meet evolving organizational needs, technological advancements, and different learning preferences. Workload Management: Ability to efficiently plan, prioritize, and coordinate tasks, resources, and timelines to ensure assignments is completed successfully and on schedule from organizing training programs to developing content. Knowledge on how to translate management decisions into actionable HR processes. Technological Proficiency: Skilled in using e-learning platforms, Workday Learning Management Systems (LMS), and digital tools for content creation, with a strong emphasis on equity and adherence to accessibility standards. Proven experience in designing and delivering training through various formats, including in-person and virtual sessions. Capable of delivering training to diverse audiences while maintaining cultural humility and trauma-informed awareness. Facilitation Skills: Experience in leading group training sessions and workshops, with a strong ability to engage and motivate participants for success. A strong focus on facilitating learning and development programs, ensuring they align with organizational objectives. Attention all candidates! A cover letter is required. This position may utilize a telecommute agreement dependent upon primary location but must be able to travel to Salem as needed. Position currently works on computers for development, delivery, research, and communications up to 40 hours a week. Must learn new software platforms on a regular basis. Conducts training in classroom setting, hybrid learning environment, virtual classroom, and online on-demand trainings. Online and virtual trainings may be recorded, trainer will be on video, and photographs may be used. May have overnight travel, sometimes in inclement weather. May require the transportation and setup of mobile training lab equipment (laptops, keyboards, mice, data cords, power strips, projector, etc.). May need to lift and move equipment weighting up to 55 pounds using unit established safety procedures and moving equipment with use of appropriate lift devises as available. For some events may be required to wear identifier (vest, badges, hat, or other). Must adhere to ADA standards in delivery and design. Will be seated or standing for long periods of time while designing and developing synchronous/asynchronous training. Instruction is often recorded and trainers' image will be public.
